49th ASEAN Maritime Transport Working Group (MTWG)

The Maritime Institute of Malaysia (MIMA) advocated for ASEAN-level policy at the 49th ASEAN Maritime Transport Working Group (MTWG) Meeting held in Bandar Seri Begawan, Brunei Darussalam, from 30 September to 2 October 2025.
 
Chaired by Captain (Ret.) Zil Husam bin Haji Abdul Rahman, Chief Executive of the Maritime and Port Authority of Brunei Darussalam (MPABD), the meeting focused on ASEAN’s maritime priorities in transitioning from the Kuala Lumpur Transport Strategic Plan (KLTSP) 2016–2025 to the upcoming ASEAN Transport Sectoral Plan (ATSP) 2026–2030.
 
Malaysia was represented by officials from the Ministry of Transport, Marine Department Malaysia, port authorities, and the Malaysia Shipowners’ Association (MASA). Representing MIMA were YBhg. Dato’ Monaliza binti Suhaimi, Director General, and Muhammad Fadhli bin Abdul Harris, Strategic Data Analyst.
 
Dato’ Monaliza presented two of MIMA’s completed studies — on Port Productivity and Efficiency KPIs, and the ASEAN Single Shipping Market (ASSM). The ASEAN Draft Policy Paper on ASSM, developed by MIMA, was endorsed by the MTWG and will be elevated to the ASEAN Senior Officials Meeting.
 
Throughout, Dato’ Monaliza and Muhammad Fadhli attended the Brunei Darussalam Maritime Week 2025, officiated by Yang Mulia Ir. Awang Haji Mohammad Nazri bin Haji Mohammad Yusof, Permanent Secretary at the Ministry of Transport and Infocommunications (MTIC), Brunei Darussalam.
 
MIMA remains steadfast in advancing regional maritime cooperation through strategic research and data-driven policy recommendations, supporting ASEAN’s long-term goals for sustainability, connectivity, and maritime excellence.
