MIMA presents the Terms of Reference (ToR) for IORA as the Centre of Excellence (CoE)

Honouring an invite from the Ministry of Foreign Affairs Malaysia (MOFA), MIMA presented the Terms of Reference (ToR) as the Centre of Excellence (CoE) at the first Indian Ocean Rim Association (IORA) Expert Group Meeting on Academic, Science, and Technology Cooperation (EGMASTIC) in New Delhi, India. The meeting was hosted by the Indian Ministry of External Affairs and supported by the IORA Secretariat.

In conjunction with the meeting, organisers also hosted the 25th Meeting of Indian Ocean Rim Academic Group (IORAG) and the 6th Indian Ocean Dialogue (IOD VI). In these meetings, Malaysia was represented by Cdr Ang Chin Hup (R) from MIMA in the EGMASTIC meeting, and Syed Muhammad Firdaus Syed Abdul Rahman and Nurul Izzati Mohd Zawawi from MOFA in the IORAG meeting.

The EGMASTIC, IORAG and IOD VI meetings were held in Pravasi Bharatiya Kendra, the ministerial complex in the Embassy Enclave of the city. Prof Ashutosh Sharma, Secretary of Department of Science and Technology of India delivered a keynote address. Also presenting their remarks were Dr. Nomvuyo N. Nokwe, Secretary-General of IORA, and Dr. Muna Bufarosha Al-Falasi of United Arab Emirates (UAE), the current chair for IORA. An estimate of 150 think tanks, experts, and diplomats from the host country and 21 other IORA Member States attended the forum.

The EGMASTIC meeting consisted of three sessions – the draft ToR and draft Work Plan for a working group on Academic, Science, Technology Cooperation (ASTC), and the IORA CoE. During the session on the IORA CoE, Cdr Ang highlighted that MIMA was proposed as a CoE for maritime affairs during the Jakarta Leaders’ Summit on 7th March 2017, as mentioned in the Jakarta Concord and the IORA Action Plan 2017-2021.

Cdr Ang assured that the ToR was circulated to all Member States through the IORA Secretariat. He also proposed the draft criteria as a CoE to be discussed. Cdr Ang’s presentation received a positive response from participants. Chairman Raj Kumar Sharma, Scientist – E of Department of Science & Technology of India concluded the meeting by stating that the proposed draft criteria would be brought forward to the IORAG, as well as to be circulated to all IORA Member States.

The three-day IORA meetings were efficiently organised with a valedictory address by H. E. Mr. V. Muraleedharan, the Minister of State for External Affairs of India. Malaysia’s High Commissioner to India, Ambassador Dato’ Hidayat bin Abdul Hamid and his deputy Nor Azam Mohd Idrus attended the closing meeting. MIMA extends its heartfelt gratitude to both the Ministry of External Affairs India and the Ministry of Foreign Affairs Malaysia for the opportunity to share on behalf of Malaysia the proposed ToR and proposed draft criteria for the establishment of a CoE at the event.
