Conference on Renewing Cooperation in the South China Sea and New Approaches to Addressing Maritime Security

The above Maritime Institute of Malaysia (MIMA) and the China Institute for International Strategic Studies (CIISS) co-organized conference followed up on the International Conference on the Belt and Road Initiative held in Kuala Lumpur in May this year.

Conference Participants

The three plenary sessions of this conference involved academics and practitioners from China, Malaysia, and other ASEAN countries including the Philippines, Vietnam, Cambodia, Indonesia, Laos, and Singapore. Together, they explored further on the formulation and prospects for implementation of new perspectives and ideas which could lead toward a situation of durable security and stability in the South China Sea.

The first two plenary sessions covered the geostrategic environment, the cooperative mechanism available for ASEAN and China, and the sustainable development goals that need attention due to recent infrastructure project developments under Belt and Road Initiative (BRI) and challenges in resource and environmental protection. The third plenary session themed “Expanding Ties and Enhancing Mutual Benefits on Non-Traditional Security” involved three group discussions on specific areas of cooperation between China and ASEAN. It covered humanitarian and disaster relief & search and rescue, maritime illegal activities and the nexus of maritime terrorism, and counter-piracy multilateral cooperation in the South China Sea. Each group brainstormed and prepared a one-page policy note on current cooperation arrangements, gaps, and challenges, and explored new mechanisms for cooperation.

Group Discussion

The participants exchanged insights, knowledge, and experiences during the deliberations. The success of this conference reflects another milestone in joint activities by the two institutes which will continue to explore further collaboration opportunities in order to provide value-added input to the Track 1 officials on South China Sea issues.
