MiDAS – KAS Conference Humanitarian Assistance and Disaster Relief: A Shared Responsibility

The Malaysian Institute of Defence and Security (MiDAS) and Konrad Adenauer Stiftung (KAS) held a Conference on Humanitarian Assistance and Disaster Relief (HADR) focussing on sharing best practices. The international event was attended by participants from various countries wanting to share their experience on HADR.

The Welcoming remarks was delivered by the Chief Executive of MiDAS, Vice Admiral Dato’ Ganesh Navaratnam followed by the Keynote Address by the Defence Minister, YB Hj. Mohamad bin Sabu.

The one day Conference consisted of five sessions covering Humanitarian Assistance – Malaysia and Bangladesh Initiatives, Humanitarian Assistance – Experience Sharing, HADR Mechanism Tools, Disaster Relief – Experience Sharing and finally What’s Next for the Region.

Capt. Martin was invited as Instigator for Session 3 covering Humanitarian Assistance –Experience Sharing. The participants for this session were Mr Nidhirat Srisirirojankorn, Humanitarian Affairs Analyst, United Nations Office of Coordination and Humanitarian Affairs (UN-OCHA), Mr Arnel Capule Capili, Deputy Director, ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA – Centre) and Ms Murni bt Mat Amin, Principal Assistant Secretary, National Disaster Management Agency (NADMA), Malaysia.

During the session, Capt. Martin illustrated briefly on his policy paper published in 2014 titled Disaster Relief from the Sea. He raised the possibility of using the sea as a medium to send large consignments of relief through the sea, calling it Amphibiosity of HADR. Mr Nidhirat shared on the international events where UN-OCHA participated. Mr Arnel took the opportunity to share the work conducted by AHA – Centre and Ms Murni shared NADMA’s plans for Malaysia’s HADR.

Capt. Martin appraised the Conference on the need for Disaster Risk Reduction/Mitigation and Climate Change Adaptation. Identification of risks and vulnerabilities would benefit in prevention measures and be more prepared in relief measures and approaches. He also reiterated the use of Artificial Intelligence (AI) and Industry Revolution 4.0 (IR 4.0) to develop more preventive and responsive measures on future HADR approaches.
