SUMMARY:HIGH LEVEL PANEL ON Fostering Innovation\, Knowledge Sharing and Technology Deployment towards Maritime Decarbonisation: Opportunities for Malaysia
DESCRIPTION:Overview \nIn conjunction with Malaysia’s 50th anniversary in the International Maritime Organization (IMO)\, the 2021 United Nations Climate Change Conference (COP26)\, as well as the IMO’s decade of action 2021 since the adoption of the first set of mandatory energy efficiency measures for ships\, this high-level panel session aims to explore opportunities for Malaysia in climate actions and sustainable development by focusing on recent developments driven towards fostering innovation\, knowledge sharing and technologies development for maritime decarbonisation. The forum will provide an overview of the ongoing efforts to support the implementation of measures to address greenhouse gas (GHG) emissions from shipping activities within the framework of the IMO initial Strategy for reducing GHG emissions\, and more recently with the adoption of further key measures targeted at cutting the carbon intensity of all ships by at least 40% by 2030. The combination of mandatory measures combined with the implementation support from the IMO sets shipping on a pathway to decarbonisation in the global fight against climate change. These include capacity building\, technical assistance and technology cooperation through global and regional projects that would also benefit Malaysia to meet the GHG targets. Some of these examples include the GEF-UNDP-IMO GloMEEP Project (concluded)\, the IMO-Norway GreenVoyage2050 project\, as well as the upcoming IMO-Germany Asia Maritime Transport Emissions project (Blue Solutions) to cut maritime transport emissions in the region. Through this symposium\, the Ministry of Transport (MOT) Malaysia in collaboration with the Maritime Institute of Malaysia (MIMA) looks forward to contribute to knowledge sharing on emerging global\, regional and national discourse on the role of the maritime sector in decarbonisation towards supporting climate actions and sustainable growth. \nObjectives \n\nTo highlight IMO’s requirements on innovation\, knowledge sharing and technology deployment for maritime management and decarbonisation;\nTo enhance stakeholders’ awareness through sharing of perspectives on GHG reduction priorities in the maritime sector in Malaysia; and\nTo share national GHG reduction initiatives\, opportunities\, as well as issues and challenges for further development and upscaling of GHG reduction programmes at the national level.\n\nAGENDA \n\n \n \n \n \n \n \n\n TimeBy\n\n\n\n \n 10.00 - 10.10 AMWelcoming Remarks   \nDatuk Dr Sabirin Ja’afarDirector GeneralMaritime Institute of Malaysia (MIMA) \n \n 10.10 – 11.30 AMMIMA Talk by Mr. Mohd Nazery Mohd Khalid: Application of Industry 4.0 in the Marine Industry: Updates\, Issues and OpportunitiesPresenter: Mr. Nazery Khalid \n \n 11.30 AM – 12.00 PMQuestion & Answer Session \n \n 12.00 PMEnd of Session

Brunei\, China\, Malaysia\, the Philippines\, and Vietnam claim parts of the South China Sea. The Indo-Pacific states wish to ensure freedom of navigation and overflight as stipulated in the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Nonetheless\, differences in the interpretations of freedom of navigation and overflight under the UNCLOS 1982 have led to disputes within the contested waters. Join this session (Day 2) of the virtual symposium seeks to discuss the differences in the understandings of freedom of navigation and overflight across the region\, address the build-up of military activities\, and seek to best resolve some of the issues seen in the South China Sea. \nAGENDA \n \n\n\n\n \n\n\nTime\nBy\n\n\n\n\n09:30 – 10:45 a.m\nModerator:Dr Nguyen Hung SonVice President and Director-General of the East Sea Institute Diplomatic Academy of Vietnam (DAV)\n\n\n\nSpeakers:Prof. James KraskaChair and Charles H. The economic overexploitation and increasing conflicts between competing resource users have increasingly degraded ocean health in the Indo-Pacific region. With the United Nation’s 2030 Agenda for Sustainable Development and Sustainable Development Goal 14\, life below water\, an integrated approach is needed to strengthen the rule of law in the maritime domain. The rule of law needs to be in place and enforced to regulate maritime activities such as fishing\, hydrocarbon exploration and exploitation\, mining\, coastal development\, maritime transport\, and many more. Join this session (Day 3) of the virtual symposium will feature discourse on the importance of the rule of law in monitoring maritime activities\, ensuring sustainable development in the maritime domain. \nAGENDA \n \n\n\n\n \n\n\nTime\nBy\n\n\n\n\n15:00 – 16:10\nModerator:Datuk Dr Sabirin Ja’afarDirector-General Maritime Institute of Malaysia (MIMA)\n\n\n\nSpeakers:Dr Erik J. SUMMARY:MIMA Visiting Fellow Talk Series 2021 Global Trade\, Connectivity Building\, and Regional Integration after COVID-19: Opportunities and Challenges for ASEAN States
DESCRIPTION:The visiting fellow talk series aims to deepen the participants’ knowledge and understandings of the post-COVID-19 international trade\, particularly focusing on the Southeast Asian region. The talk provides in-depth perspectives on the opportunities and challenges brought on by regional multilateral mechanisms on facilitating economic recovery of the ASEAN states after the pandemic. The ASEAN Comprehensive Recovery Framework (ACRF) and its implementation plan as well as free trade agreements (FTAs) such as the Regional Comprehensive Economic Partnership (RCEP) and the five FTAs signed with ASEAN+6 Dialogue Partners will be discussed in this session. Furthermore\, this talk touches upon the implications of the pandemic for connectivity building among ASEAN states\, which is integral to attain the ASEAN Community Vision 2025 and the three Community Blueprints 2025\, as stated in the Master Plan on ASEAN Connectivity 2025 (MPAC 2025). In 2015\, the ASEAN Community comprising three pillars – the ASEAN Political-Security Community (APSC)\, ASEAN Economic Community (AEC)\, and ASEAN Socio-Cultural Community (ASCC) was formally established in order to achieve a more integrated\, cohesive\, and peaceful ASEAN region. \nAGENDA \n\n \n \n \n \n \n \n\n TimeBy\n\n\n\n \n 10.15 – 10.30 a.mRegistration \n \n 10.30 – 10.40 a.mWelcoming Remarks Datuk Dr. Sabirin Ja’afarDirector-GeneralMaritime Institute of Malaysia (MIMA) \n \n 10.40 – 11.30 a.mPresentation on “Global Trade\, Connectivity Building\, andRegional Integration after COVID-19: Opportunities andChallenges for ASEAN States”Presenter: Professor Dr. Sufian Jusoh \n \n 11.30 a.m – 12.00 p.mQuestions & Answers Session \n \n 12.00 p.mEnd of Session

SUMMARY:Webinar on Indo-Pacific: Competing Political Priorities\, Economic Interests\, and Changing Geopolitics
DESCRIPTION:Southeast Asia is embracing rapid change in terms of economy and influence as the role it holds in balancing great powers rises. As such\, prosperity and security are key determiners for peace and stability in the maritime space of the Indo-Pacific. In this respect\, not many fully comprehend the important factors of the Indo-Pacific and the role of countries pursuing it\, such as Australia\, India\, Japan\, and countries in the EU and the UK could lend to preserve the stability\, peace\, and economic prosperity in the 21st century. As the US’ new leadership outlined their priorities in global affairs\, there is a need to revisit the commitment concerning the Indo-Pacific. This session will explore progress in the context of multilateralism and diplomacy in maintaining a secure and prosperous Indo-Pacific with changing leadership in the US\, as well as its impacts on multilateral security. \nAgenda\n\n \n \n \n \n \n \n\n TimeBy\n\n\n\n \n 10:00 – 10:10 amOpeningDatuk Dr. Sabirin Ja’afarDirector General Maritime Institute of Malaysia \n \n 10:10 – 11:30 amModerator: Assoc.
