In supporting the endeavor\, two online workshops have been planned for 2022\, to begin the dialogue between Australian and Malaysian academic institutions\, Government and non-Government agencies\, and industry players to address marine debris and plastic pollution. These workshops will address issues of strategic importance to Malaysia and the region\, and where Australian institutions have leading capacity and knowledge to contribute policy\, technical\, and/or business solutions. \nTheme 1: Monitoring mechanisms to support the regional and global agenda (10th Aug 2022)\nTheme 2: Waste handling\, materials recovery\, and advanced recycling (14-15 Sept. 2022) \nThe Malaysia – Australia Dialogue will provide an opportunity for stakeholders across the plastics ecosystem to discuss and collaborate on finding solutions to the marine plastic pollution problem. This forum recognises that marine plastic pollution is a transnational issue\, with stakeholders across Governments\, industry\, non-governmental organisations\, and communities. Consequently\, marine plastic monitoring programmes must be considered legitimate by all stakeholders\, and monitoring design and methods must also be scientifically rigorous and efficiently applied to determine change over time of a) the abundance\, distribution\, and composition of plastic pollution\, b) the sources of plastic pollution\, and c) environmental and economic impacts of plastic pollution. DESCRIPTION:The three littoral states of the Straits of Malacca and Singapore (SOMS) – Indonesia\, Malaysia and Singapore have been working together with the user states\, including China\, on the safety of navigation and marine environmental protection in the SOMS. Recent collaboration included two joint workshops conducted in 2018 and 2019\, respectively\, in Guangzhou\, China – focusing on “Oil Spill Risk Assessment and Monitoring” and “Smart Maritime Management and Services”. \nFollowing to the successful conduct of the two previous forums\, this programme was proposed to the 12th Cooperation Forum meeting held in October 2019 in Indonesia\, for the implementation of the 2nd workshop on “Smart Maritime Management and Services” for the sharing of information\, ideas and best practices. \nThis webinar will focus on the application of the latest smart maritime management technology and technics in the real-world scenarios\, and how they can meet the ever-evolving international shipping regulations and technological development in the industry.

DESCRIPTION:The Maritime Institute of Malaysia (MIMA) with the support of the Australian High Commission in Malaysia and the Embassy of Japan in Malaysia will conduct the Indo-Pacific and Ocean Governance: Roundtable with Think Tanks & Scholars Initiative. \nThe Roundtable will solicit views and exchange ideas among think tank experts from Japan\, Australia\, the United States (US)\, India\, and ASEAN\, in addition to security practitioners and government officials from Malaysia. This exchange will provide information and perspectives of not only different states’ Indo-Pacific strategy\, but also the concerns and viewpoints of Malaysians and ASEAN member states. \nThe Indo-Pacific is the most strategically important region in the 21st maritime century that transverses the maritime space across the Indian and the Pacific Oceans. It has emerged as the centre of gravity for the geopolitical and geo-strategic competition between the United States and China. Two-third of the global economy is centred in the Indo-Pacific\, contributing 60% of the world’s Gross Domestic Products (GDP). Furthermore\, the region also hosts some of the world’s most critical sea lines of communication (SLOCs); hence\, the maritime sector lies at the centre of discourse on the Indo-Pacific. In recent times\, geopolitical dynamics and economic investments in the region have multiplied. Therefore\, it is crucial to engage\, connect\, and rationalise the challenges in the Indo-Pacific region through multilateral cooperation among the Indo-Pacific nations on functional issues within the maritime domain\, especially the non-traditional security challenges and ocean governance.

It successfully gathered think tank experts from across the region in addition to security practitioners and government officials from Malaysia to discuss a wide array of issues concerning the Indo-Pacific’s maritime domain and geopolitical developments. \nThe 2023 Roundtable aims to continue such efforts to bring together experts and practitioners from Japan\, Australia\, the United States (US)\, India\, and ASEAN for an exchange of information and perspectives on conflict de-escalation in the Indo-Pacific\, in hope that the synergies between these states can be enhanced to prevent an armed conflict against the intensifying great power tensions in the region’s maritime domain. This discourse may cultivate a middle ground that these states can pursue whilst at the same time protecting their own national security interests.

DESCRIPTION:Coasts and oceans are some of the most productive ecosystems\, providing an array of services that directly and indirectly support economic activity and growth. Diversifying countries’ economies beyond land-based activities and along their coasts is critical to achieving the Sustainable Development Goals (SDGs) and delivering smart\, sustainable\, and inclusive growth globally. The ocean economy can generally account for about 15-40% of total GDP of the countries in this region. \nThe ocean sector is crucial to Malaysia’s economy through its resources and ecosystem services that support its trade and industries and therefore requires proper management and conservation strategies to achieve maximum economic\, environmental\, and social outcomes. Such a process will involve participation by relevant stakeholders and the need to assess the resources required in terms of physical and human assets\, investment in research\, science\, and technology\, collaboration\, as well as review and formulation of policies. \nNational initiative to drive this further include developing a blue economy blueprint to help define and refine Malaysia’s conception of the concept and implementation\, promoting the use of ocean economy data in marine planning\, and to facilitate further engagement and collaboration on related areas\, in addition to identifying relevant stakeholders and encouraging their involvement through discussions and consultations for mapping exercises to rationalise better governance efforts\, identify interests that need to be safeguarded\, and explore opportunities. \nThis workshop is therefore targeted to set the pathway for a systematic and coordinated approach\, through stakeholders’ consultation\, to drive the preparation of a national blue economy blueprint.
