Maritime Law Enforcement Workshop 2018

17- 20 April 2018, Pangkor Island, Perak, Malaysia

Themed “Comprehensive Approach to Address Illegal, Unreported and Unregulated Fishing (IUUF)” this workshop was co-organized by MIMA and the Malaysian Maritime Enforcement Agency (MMEA) also known as Malaysia Coast Guard. The fifth in the series of MLE Workshops that began in 2014, the workshop gathered regional and extra-regional participants for the purpose of enhancing the focus of maritime security organizations in key areas of crimes related to IUFF. The MLE Workshop series is a project under the auspices of the annual Workshop on Managing Potential Conflicts in the South China Sea, held in Indonesia since 1998.

This year, more than forty participants from nine countries attended the workshop which was divided into four sessions, covering three days.

Presenters for the first session included Senior Fellow (Centre Head) for Maritime Security and Diplomacy Centre, Captain Martin A. Sebastian, Mr Andreas Aditya Salim from Indonesia’s Presidential Task Force Combating Illegal Fishing (Task Force 115) and Commander Chartsiam from the Thai Maritime Enforcement Coordinating Center (THAI-MECC). Captain Martin stressed on the need for Comprehensive Approach as IUUF and fishery crimes such as transshipment, forced labour and depletion of marine resources affect food, resource, and human security and their inter-linkages in managing the seas. Mr Andreas and Cdr. Chartsiam shared their country best practices and commitment to prevent and eradicate IUUF and fishery crimes.

The second session deliberated on the current and best technology approaches towards detecting unauthorized fishing. Mr Murray Bauer from the Fisheries Office of Law Enforcement, National Oceanic and Atmospheric Administration (NOAA) and Ms. Sylvie Giraud from Collecte Localisation Satellites (CLS) shared their knowledge on systems and multi-stakeholder engagements in paving the way forward to manage the oceans and its resources in a comprehensive manner.

The third session involved a visit to a local fishing village community where participants toured an anchovies’ factory, ice plants facilities, and a fishing industry vessel site to gain exposure and experiential learning for value chain analysis in the fisheries sector.

Undertaking a meaningful study of the local fisheries sector and related supply chains enabled participants to develop their recognition and credibility as well as their operating contexts and constraints and also to develop a comprehensive approach to improve the area’s capacity to check illegal fishing.

The fourth session involved two working groups i.e., are conducted in forth session which are the ‘Inter-Agency Cooperation’ and ‘Collaboration and Monitoring Control and Surveillance (MCS) tools’. This session not only examined the obstacles in of cooperation, identified the possible solutions, and assessed the most effective way to implement MCS in providing aerospace, maritime and coastal systems for better management of the seas.

Overall, the workshop achieved its objectives by creating new ideas, acting as a catalyst for debate, and enriching the discourse among participants by exploring various perspectives at the national, regional, and international levels. Participants benefited from the fruitful outcomes and experiences in enhancing coordination and effectiveness of domestic and cross-border law enforcement efforts as a means to promote comprehensive maritime security.
