Visit to National Disaster Management Agency (NADMA)

As a policy research institute, MIMA is mandated to leading research that tackles critical issues aimed at safeguarding the maritime interests of the country. This includes making a positive impact through humanitarian Assistance and Disaster Relief (HADR) to ensure a better calibrated response to emergencies.

MIMA met up with the National Disaster Management Agency (NADMA) to discuss policy recommendations on HADR which include multi stakeholder engagements and opportunities for industry.

The MIMA delegation was headed by Dato’ Chin Yoon Chin, Director General, Captain Martin A. Sebastian RMN (R), Centre Head/Senior Fellow, and Ms Norsyihan Jamal a researcher at the Centre for Maritime Security and Diplomacy.

The discussion was chaired by Dato’ Abd Rashid Harun, Director General of NADMA. The discussion centered on strategies and action plans for disaster management responses in order to achieve calibrated responses for emergencies. MIMA elaborated on the policy recommendations for HADR based on the comprehensive policy research conducted through multi-stakeholder engagement.


Hoping to bridge the gap in coordinating HADR

Capt. Martin proposed that industry be included as key players in HADR logistics and coordination mechanisms noting that certain state-of-art logistics could be arranged through Service Level Agreements (SLA). Inventory will be provided for, managed, and stored by industry instead of government agencies. Relief for emergencies could be coordinated through effective supply chain networks and payments through SLAs will be transparent and could be funded through aid. With reduced budgets for government agencies, there is a need to be cost effective and innovative in managing HADR relief.

NADMA agreed on the HADR policy proposals and agreed to collaborate further through exploratory engagements with stakeholders.
