MARITIME INSTITUTE OF MALAYSIA (MIMA)

MIMA is a policy research institute set-up by the Malaysian Government to deal specifically with national, regional and global maritime issues. MIMA has been tasked to conduct policy research on issues relating to maritime sector as determined by its Board of Directors, with the aim of contributing to a meaningful, comprehensive and cogent national maritime policy. MIMA is to provide advice and second opinions to the Government and offer consultancy services in four main areas:

It is vital for any policy research institution to acquire accurate and current information. In realising this, MIMA Resource Centre was established to support MIMA's aim to be the national resource and reference centre and focal point for all maritime research.

MIMA Resource Centre is a specialised research library dealing with all matters pertaining to the acquisition, storage, management and dissemination of maritime information. As these tasks are the lifeline of its existence, the Resource Centre have to be alert and proactive in pursuing its vision.

VISION

MIMA Resource Centre aspires to be the national maritime resource centre, through provision of quality user oriented services and inter-networking with the other maritime related organisations world wide.

MISSION

The mission of MIMA Resource Centre is to provide high quality information services and bibliographic resources to support research activities in MIMA and the information needs of MIMA community. In doing so, the resource centre will strives hard to reflect the research interest of the nation, with emphasis on maritime research, and fulfilling the information needs of its various patrons through a proactive and flexible information selection policy

In achieving the vision inspired and mission to be achieved, the Centre has configured a set of goals and objectives to guide the implementation and execution of its strategic operations,

"to act as a national resource and reference centre for all maritime related fields and to maintained close links with relevant resource centres in the country like the National Library from which the Government agencies and both public and private sectors can tap information on various aspects of national maritime issues through the publication and distribution of the results of research and studies"

GENERAL RULES AND REGULATIONS

To better serve users, MIMA Resource Centre has established certain basic standards, rules and regulations of acceptable behaviour to ensure an environment conducive for a specialised research resource centre.

  1. Users shall maintain perfect order and reasonable silence in MIMA Resource Centre at all time
  2. Making noise, eating and drinking, smoking or doing anything else which may disturb other users or which may be against the discipline of MIMA is strictly prohibited
  3. Pets are not allowed
  4. MIMA Resource Centre materials are to be used with extra care, users are not to mutilate, disfigure, deface by writing in the margins, by underlining sentences, by marking passages or by damaging in any other way a book, periodical, map, or any other property of MIMA Resource Centre
  5. The users will be responsible for any damage caused to MIMA Resource Centre materials and will be asked to replace or pay for the price of the property besides the penalty imposed upon him by the Librarian
  6. Any materials issued to a member if found mutilated at the time of return, he / she shall have to replace or pay the price thereof, therefore, members are requested to check the books thoroughly before getting them issued
  7. The Librarian reserved the right to suspend and / or cancel the membership privilege of any member found misbehaving towards MIMA Resource Centre staff or for any other indecent behaviour. Such a member is also liable to be expelled from the membership
  8. Any infringement of the rules and regulations will render the member’s privilege of admission to and of borrowing materials from MIMA Resource Centre liable for cancellation
  9. These rules and regulations may be altered or new rules and regulations may be added to the existing ones from time to time without notice to the members and these rules and regulations or nay alterations or amendments to them shall be effective and binding for all concerned. A copy of these rules and regulation will be made available when requested by users
  10. In the case of damage or loss of resource centre material, the user / member shall be required to replace the material or pay the replacement cost of the material. Replacement cost of the material will mean ‘a per bibliographical sources’, if available in the Resource Centre, or market price or price as per accession register, which is higher, plus postal and other incidental charges to be incurred in procuring the material. If such a material is a gift / out of print / its price not known, the price to be charged will be determined by the Librarian in consultation with the Accountant
  11. If a volume of a set / series is mutilated or lost and a new volume is not separately available the user / member shall be liable to replace the whole set / series or pay the replacement cost for the same
  12. Visitors or users who are not members are required to call MIMA Resource Centre earlier to arrange for appointment before the actual visit. They are also required to submit a letter of introduction from their head of department, librarian, or organisation as their identification document. They would be required to fill in a form for record and statistical purposes

MEMBERSHIP

MIMA Resource Centre is not a lending resource centre, but a reference centre. Collections available are quite specialised, and targeted to a specific audience. However, in order to contribute and serve better patrons and the maritime community, MIMA Resource Centre instituted two types of memberships.

Membership A is automatic to all MIMA staff, members of MIMA Board of Directors and MIMA Members. However, for administrative and records purposes, the individuals are required to register for membership. The process would require them to complete, sign and submit a membership registration form together with their recent passport size photograph. Memberships A1, A2 and A3i are eligible for 'Individual Non-Transferable Membership', but Membership A3c is eligible for a 'Corporate Membership', which allows two names to be nominated to represent the organisation.

Membership B is for external users who wish to become the library's registered users. All categories in membership B1 are eligible for 'Individual Non-Transferable'. Membership B2 for all categories are eligible for 'Corporate Membership'. Only two names are to be nominated to represent the organisation. All membership has to be applied. The registration process would require them to complete, sign and submit the membership form together with their recent passport size photograph to the library.

Fees

  1. A sum of RM 2.00 (Ringgit Malaysia Two Only) will be charged as the processing fee for every registration in Membership B.
  2. An annual membership fee will be charged to Membership B and will have to be renewed on the first working day of a New Year.

Processing and Annual Membership Fees for MEMBERSHIP B

Borrowing privileges and circulation of materials

  1. Borrowing privilege is given only to MEMBERSHIP A. For MEMBERSHIP B borrowings have to be executed via valid inter-library loan (ILL)

    1. In Malaysia, it is easier to make ILL request if the library or organisation is a member and signatory of the Sistem Perbekalan Penerbitan (SPP) consortium, M.O.U., co-ordinated by National Library of Malaysia (PNM). MIMA Resource Centre will only accept ILL request using SPP standard approved ILL forms, which is obtainable and can be purchased from PNM

    2. Since MIMA Resource Centre is also a member of the International Aquatic and Marine Science Libraries and Information Centers (IAMSLIC), the Centre will support ILL or any other assistance, services provided or requested by IAMSLIC member libraries

  2. Borrowing of serials (for MEMBERSHIP A only)

    1. Users are not allowed to borrow the current issue serials. Current issues can only be read in the library only or with the permission of the librarian, loaned out for two hours within MIMA office premises during office hours

    2. Only back issue serials can be loaned out. The loan period is overnight:
      Monday-Friday: 3.30pm - 9.30am (the next day)
      Saturday: 12.00pm (Saturday) - 9.30am (Monday)

    3. Each borrower is eligible to borrow a maximum of:
      Two titles (Monday - Friday) for a maximum of two issues per title
      Four titles (Saturday) for a maximum of 2 issues per title.

  3. Borrowing of reference materials & MSP Collections (for MEMBERSHIP A only)

    1. Reference materials are for use in MIMA Resource Centre only. However under special circumstances the librarian may allow reference materials to be borrowed out.

    2. The loan period is for two days only. The librarian, based on his discretion may grant longer period. Loan transaction will only be entertained during library's opening hours

    3. Each borrower is eligible to borrow a maximum of two reference materials at any one time

  4. The Librarian may allow the issuance of additional number of materials for loan to a member to meet his or her special requirement provided that the materials in question are not in demand. Priority will be given to MIMA researchers.

  5. No materials shall be issued on loan if in the opinion of the librarian will not ensure or guarantee the safe handling of the material by the borrower, and will only be issued during MIMA Resource Centre opening hours.

  6. A member may get a material requisitioned for loan by filing a reservation request. If a member who has reserve request for certain material and fails to collect the available material, such a material may be issued to other members.

  7. The librarian reserves the right to limit, recall or deny loan of the materials from any users or members at any time.

  8. No overdue fine will be imposed for Membership A. However, on the seventh day of the overdue, the member will be notified to return or renew the borrowed material(s). Then on the fourteenth day if the member still fails to clarify on the status of the material. A final overdue reminder notice will be despatched to the member (via mail, fax, e-mail or in person). For A1, copy of the reminder will be displayed on the general notice board and a copy will be submitted to the Director General, Director of Administration and Finance and Head of Centre. If the member still fails to return the borrowed material after the 20th day, an advice letter asking them to return or pay the cost of the material will be despatched to them. Failure to repond within 3 days, the final action will be taken. An instruction letter addressed to the finance unit to deduct the cost involved (of the borrowed material/s inclusive of all processing cost) from the member's monthly salary.

  9. For Membership B, MIMA Resource Centre will impose an overdue fine of RM 0.50 per day, per material, per person until the material is returned. The borrower (or the 'parent institution' for ILL) will be notified (via mail, phone, fax, e-mail, or in person) on the seventh day of the overdue and will be advised to return or renew the loan as soon as possible. If, after the fourteenth day, the member still fails to clarify the status of the loaned material, the member will be charged with the total overdue fines, the borrowed material(s) costs, inclusive of all processing costs and this amount will be deducted from their library deposit if available - the member will be required also to replace and update the amount of their deposit immediately) and risk having their borrowing privileges or membership terminated. If the matter continues, the member or organisation will be black listed and denied access to MIMA materials.

  10. In the case of ILL the library or the principal will be notified and if this behaviour persists, the member or organisation will be black listed and denied the access to MIMA materials.

  11. A photo copier machine will be available for the use of library users. Users and members are discouraged to make photocopies with regards to the Copyright Act and the Intellectual Property Rights of materials. However, in the spirit of research and education, the Centre allow a certain level of leniency in this mater. The maximum permissible number of copying is 10 pages per book or material only. A non-member will be charged at the rate of RM 0.35 per copy - A4 size, and charged double for bigger sizes. Members will only be charged at RM 0.10 per copy - A4 size, and double for bigger sizes. The rate is quite expensive (compared to the retail cost). This is to encourage users to select and copy only the most important information or avoid unnecessary photocopying!. Photocopying done by A1 will be charged to the respective Centres and Departments (MIMA internal accounting).
