Introduction The Centre for Maritime Security and Environment (MSE) was formally established on 16 June 2008 as a result of the merging of the then Centre for Maritime Security and Diplomacy (MSD) and the Centre for Coastal and Marine Environment (CMER). The new centre was established to provide MIMA with a comprehensive and strategic perspective on maritime security and environment, as separate and interlinked issues. This is in light of the increasing link between security and environmental issues especially in areas such as the South China Sea, the Sulu Sea and the Sulawesi Sea where deterioration in maritime security conditions could result in environmental degradation such as resource exploitation and ecosystems destruction. The overall objective of MSE is to contribute towards enhancing the national security of Malaysia by analysing issues that affect the country’s maritime security and marine environment. |

Objectives The specific objectives of MSE are given below: • Study maritime security issues with a view to provide the Government with policy options and opinions on matters related to traditional and non-traditional maritime security issues, maritime geopolitics and regional naval and maritime security strategies; • Study maritime security issues with a view to provide the Government with policy options and opinions on matters related marine environment protection, sustainable development of marine resources and ecosystems and habitat conservation; • Study and identify linkages between environment and security with a view to enhance Malaysia’s strategic position vis-ŕ-vis regional and international geopolitics and security and the sustainable development of its marine resources. |

Achievements MSD and CMER have a long list or projects in the areas of maritime security and diplomacy and coastal and marine environment. Notable achievements include the signing of the INCSEA Agreement between Malaysia and Indonesia, publication of Malaysia’s first maritime atlas, the completion of various projects and the organisations of seminars and conferences on environmental and security issues as well as on the Strait of Malacca. For 2008 MSE will continue with the projects it inherited from MSD and CMER which include among others fisheries management, ecosystems conservation, energy security and post-911 maritime security initiatives. However, MSE hopes to develop projects which are inter-disciplinary in nature in 2009 to address both maritime security and marine environment issues. |
