Training Workshop on the Outer Limits of the Continental Shelf

MIMA had organised a two-day training workshop based on the important Article 76 of the UN Convention on the Law the Sea. The workshop focused on the determination of the outer limits of the continental shelf with particular reference to Malaysia and Vietnam's Joint submission to the CLCS in reference to article 76. The two nations are claiming an extended continental shelf in the southern area of the South China Sea.

Experts invited to present on the perspectives of the different disciplines in Article 76 were YBhg Dato' Ir Dr Abu Bakar bin Jaafar, Mr Tan Ah Bah, Dr VR Vijayan, Comdr Mohd Rashdan B Mohamad Yunus, En Abd Rahim Hussin and Dr Mazlan Madon. The training workshop held at IDFR was attended by 30 participants from the Ministry of Foreign Affairs, National Security Council, Mineral and Geosciences Department, Department of Mapping and Survey, Attorney General's Chambers, National Hydrography Centre, the Marine Department, National Institute of Land and Survey, National Defence University of Malaysia, University Putra Malaysia, Universiti Teknologi MARA - Perlis, Maktab Turus Angkatan Tentera, the Federation of Sabah Manufacturers, and the Maritime Institute of Malaysia.

National Key Economic Activities Workshop

Towards Realizing the Aspirations of the New Economic Model

MIMA participated in a National Key Economic Activities (NKEAs) Workshop organised by Performance Management and Delivery Unit (PEMANDU).  PEMANDU is a special unit under the Prime Minister's Department set up in September 2009 to oversee implementation and assess progress of the government transformation programme, facilitate as well as support delivery of the National Key Results Areas under the New Economic Model (NEM) launched by the Government to transform Malaysia's economy.  The unit has been mandated to catalyse bold changes in public sector delivery, support the ministries in the delivery planning process and provide an independent view of performance and progress to the Prime Minister and ministers.

The workshop is a follow-up to the unveiling of the NEM by Prime Minister Datuk Seri Mohd Najib Tun Razak on 30 March 2010.  Formulated by the National Economic Advisory Council, NEM seeks to transform the Malaysia's economy by generating high-income, innovation-driven and value-adding activities and improving quality of life and economic growth over the next decade.

To achieve this, an Economic Transformation Programme (ETP), consisting of a number of NKEAs, has been launched by the Government to serve as the vehicle to deliver the NEM.  The NKEAs are defined as drivers of economic activity that have the potential to directly and materially contribute a quantifiable amount of economic growth to the Malaysian economy.

The NKEAs are currently being developed and when implemented, will have wide-ranging implications for the national economy and the Rakyat of Malaysia. It is only through consultation with the rakyat, business community and relevant stakeholders of the economy that we can achieve a viable and effective plan to implement the NEM.

IKMAL Presidential Lecture by Tun Dr Mahathir Mohamed

Former Prime Minister Tun Dr Mahathir Mohamed delivered a luncheon talk titled 'Malaysia as a Maritime Nation - Are We There?' as part of the annual Presidential Lecture organized by Institut Kelautan Malaysia (IKMAL).  MIMA's researchers attended the talk, along with dignitaries and captains of the maritime industry.

During the talk, Tun Dr Mahathir stressed on the need to promote seafaring as a viable carrier to Malaysian youth.  He emphasized that it was important for Malaysia to develop human capital in the maritime industry before it could claim itself to be a maritime nation.  In answering the question posed in the title of his talk, Tun Dr Mahathir said that although Malaysia has some way to go before it can call itself a truly competitive maritime nation, it certainly has the attributes and features that can be harnessed to attain that status.
